If I sent someone money using their E-mail address, do they have to have a PayPal account?

I have a PayPal account but the person who I'm sending the money to doesn't. Is this a possibility?

Yes this is possible. PayPal will send them a notice saying they have money to be claimed once they start their paypal account.

It's not really money until they have an account. Use BidPay (Western Union, I believe) instead. Or somethin'.
