My best of list is basically done and I was just looking in AMG to see what they thought of some of the albums that made my list. Definitely don't have any intention of making any changes based on what they think.

But, I was looking at the TV On The Radio album and swore that it had originally been given 4 1/2 stars where as now it's just got 4.

Anybody know if I'm right on this or if AMG does indeed occassionally change their ratings?

Yes, they do. They've done a few 2.5 -> 4.5 switches out of nowhere (Blue States, System Of A Down).

Then, they started adding 3.5 rating, and things got REALLY messy.

yes. i believe they have changed both simian albums in the last year (chemistry is what we are fell and we are your friends bettered). and one of tristeza's albums jumped about two stars too. so it definitely happens.
