I've grown up outside DC, have been coming here for years and years, and it has some of the most diverse and forward-thinking people anywhere.
Not to mention a lot less superficiality and egos you find in many other cities, including NY, Miami, and LA.
I've lived in NY, spent time in almost every other major city in the US, and I don't think many cities compare to DC, especially now that its one of the only cities not hit by the job loss other cities have been hit with. People are very happy here and love to live here,
So stop by sometime, you'll definitely see how wrong you really are.

Besides, take away the federal govt. and DC is a fucking cow town. The people who come here are attracted to the power, which in turn is converted into money. To also save you the time invested in the search function, I also reveal I'm one of the bigger capitalist pigs on this fucking board.
DC has two distinct sides: Polished and shallow [See: downtown, Adams Morgan, Georgetown] or crumbling in disrepair [Drive down Rhode Island Ave. from College Park; New York Avenue before the 395 exit, or any of SE]. Maybe you are right. Maybe DC is forward thinking. But a quick drive down Minnesota Ave SE or Southern Blvd in SE will clearly show that no matter how forward thinking they are, they sure as hell aren't very forward acting.
