oh right, those. since thrillhouse is (i think?) from chicago, i thought maybe he was referring to lower wacker, et al., which were built for use by delivery trucks and cabs and stuff, so i thought service made sense. but yeah, non-interstates are surface streets.

"Service streets" might be okay, but roadways designed strictly for service vehicles are usually referred to as "roads".

We need more context to answer this one.

Context is key, while it IS a traffic/police term to use Surface Streets, the roads that run parallel to the highways around here, sometimes known as Access Roads, here are called Service Roads.

i.e. there is a hotel that I put other conultants up in and its address is like 1234 S. I-65 SERVICE ROAD, Mobile, AL 36108...
