actually, michael powell has been causing republicans and dems alike more of a headache than anything lately. and commissioner adelstein, a progressive dem, was the first fcc commissioner to get signed back on, at bush's behest. it's currently 2-3 dem/repub in the fcc, so you can't say positively it's bush's fcc... unless that's not what you were going for...
