I think you've misread the review. I think the author was trying to say that Tortoise was to their music scene what Animal Collective is to this music scene, and not that AC is a major influence in the historical sense. At least that's how I read it.
Well, it's sort of the same thing. The reviewer is looking back and, with historicial perspective, describing the influence that Tortoise had over their respective scene. He can't really do that yet with Animal Collective, but he's subtly suggesting that their influence is somehow larger. And yet, it's just as possible that they could "fade away" after
Merriweather Post Pavilion like he's saying Tortoise did after
Standards.
I guess the review is trying to rope in younger listeners who aren't familiar with Tortoise but who recognize Animal Collective as a big deal. It does seem a little odd to make that sort of retroactive comparison while assigning greater importance to a newer artist. But I dunno, for all I know it could be accurate. Pitchfork might receive thousands of promos from Animal Collective wannabe's. There's no question that AC have had an impact (there are several obvious imitations), but that can seem a little inflated because we're right in the middle of the peak of it, probably.
