I always thought it was 'worse' increasing to 'worst', but apparently both are variations:

yeah, i know what it means. and what i'm saying is that if people were to use language properly, they'd know that "worst" refers to the most severe or least desirable condition. and that is the ultimate. you can't say something is the worst twice. it's bad and it gets worse and then it finally becomes the worst. this is why it drives me fucking bonkers when people say things like "that was the funniest thing ever" six times in a day about six different things.

i love and hate when this happens. i spent twenty minutes saying "balloon" over and over one day to annoy someone and i had no idea what the word meant about ten minutes into it. it's like your mind is going crazy.

I've always said "worst comes to worst". I've never bothered to sit and think about exactly what is being said. People know what you mean either way.

I don't remember ever using this phrase intentionally. I just say "worsens." Or "bad goes to worse"

"More worserer" might apply.
