AcidPro

Grab loops, jump right in. Dead easy, and you can create some fairly decent sounding stuff if you know what you're doing.

Grab SoundForge as well. It'll help you chop up samples and beats, and improve the sound quality of them so that you can use them in Acid.

Now get to work on making that Berlin techno that you've always wanted to.

If you program beats, have a working knowledge or rhythm (i.e. understand fractions and can count to 4), and play instruments/sing/rap/etc...

If you want to mix analog and digital elements into your music, sonar is the shit. Learning curve is sharper than the afore mentioned, but totally learnable in a couple weeks.

I'm a fan of Cubase... in terms of recording instruments from scratch. It's what I use to write and arrange songs in. It's pro-level so if you have the write gear & soundcard you could basically record an album with it.

I recently picked up Fruity Loops because I really want to start making some beats. It's great. As mentioned above it's very intuitive & fun.
