As is, the correct answer to the question would have been either Izzy Stradlin' or Slash, had Guns lasted for three more (solid, just on the good side of "workmanlike") albums.

As the above was not & can never be, though, I think the possibilities are quite few. Maybe Graham Coxon? He's a Brit, at least. There's also Kid Rock, but prolly not. Anyway, a more likely choice from the 90s North American "alt-rock" crowd would be Tim from Rage/Audioslave, or (even) Billy Corgan. I shit you not with the last one.

For the sake of clarity, my comparison was aimed at the prson occupying the description of current "seemingly immortal, tatooed r&r mummy," without regard to anyone's musical prowess. In hindsight, I should've anticipated the stereo wrath no matter why I mentioned his name.
