The only band that's gotten close to sounding like The Fall has been Mclusky. The Fall are wonderfully unique, fucked up band.

I always thought pavement was a combination of a bunch of different college radio friendly sounds...REM, JAMC, Velvet Underground...plenty of bands sound like this.

Pavement have two songs on Slanted that are trying with all their might to sound like The Fall, but nothing else really sounds like them.

re: pavement - i think they brought in a little something of their own, in addition to an amalgamation of college radio sounds, especially in regards to vocals/phrasing/songwriting.

re: gang of four - i haven't listened either in ages, but didn't Radio 4 try to sound like the Gang Of Four?

re: Butthole Surfers - good and interesting suggestion. their sound is only somewhat unique, and yet at the same time it doesn't really lend itself to having followers. seems (to me) like a strange fluke that this band got as big as they did (even before their one-hit wonder), and i don't think anyone successfully tried (or even tried at all) to follow in their footsteps.
