Lane itself is oiled - and it tends to be less and less oiled the further you go down the lane - that is part of the reason that when someone throws a hook that the ball slides so far down the lane before getting traction and then hooking into the pins. Most of the time it is rather uniform, but on the pro-circuit and in some "sport-shot" leagues they have specific patterns that they lay the oil down in so as to make for a more challenging shot.
Referring back to my earlier comment, when the oil "breaks down" it typically is just being moved by the ball sliding - so a shot that worked early in the evening will often hook earlier as the night progresses.
