My city's a creep.

Baltimore didn't make this list. Huh. I'm betting it has nothing to do with Mayor O'Malley proclaiming it "The Greatest City In America". No, I think it's probably because sometimes it's hard to tell the homeless from the residents.

BELIEVE!

I thought those were god botherers at first and was alarmed at all the cop cars sporting them.

When I lived in New Zealand, not only were there copious, well signed public toilets, there were public showers where they would give you soap and towels, the thinking being that you can't get a job or stay healthy without access to basic hygeine. So civilised.

I live in a city with a really terrible homeless problem. You can't walk anywhere in this city without passing by at least one homeless person. SF attracts homeless people because of the weather, and because tourists give them money. Homelessness is always the #1 issue in this city, yet nothing ever seems to get done about it. The tourism industry has a lot of clout here, and they push for programs that cover up homelessness, rather than alleviate it. There are many organizations to help the homeless, but they do not organize with each other to provide services efficiently.

There are four types of homeless people: the mentally ill, the addicts, the homeless who wish to remain homeless, and people who are down on their luck. One problem is that government programs to help the homeless typically revolve around the last category, which is unfortunately the smallest.
