Back to the future again for one of the most recent years. The omissions are too many to name, as they are with many of the polls in the final ten years. Still, there are plenty of good candidates to choose from. I'm gonna go with Keep it Like a Secret by a hair over The Soft Bulletin.

The Flaming Lips - The Soft Bulletin
Quote:
Though more conventional in concept and scope than Zaireeka, The Soft Bulletin clearly reflects its predecessor's expansive sonic palette. Its multidimensional sound is positively celestial, a shape-shifting pastiche of blissful melodies, heavenly harmonies, and orchestral flourishes; but for all its headphone-friendly innovations, the music is still amazingly accessible, never sacrificing popcraft in the name of radical experimentation. But what's most remarkable about The Soft Bulletin is its humanity -- these are Wayne Coyne's most personal and deeply felt songs, as well as the warmest and most giving. No longer hiding behind surreal vignettes about Jesus, zoo animals, and outer space, Coyne pours his heart and soul into each one of these tracks, poignantly exploring love, loss, and the fate of all mankind; highlights like "The Spiderbite Song" and "Feeling Yourself Disintegrate" are so nakedly emotional and transcendently spiritual that it's impossible not to be moved by their beauty.

The Magnetic Fields - 69 Love Songs
Quote:
As the sprawling magnitude of its cheeky title suggests, 69 Love Songs is Stephin Merritt's most ambitious as well as most fully realized work to date, a three-disc epic of classically chiseled pop songs that explore both the promise and pitfalls of modern romance through the jaundiced eye of an irredeemable misanthrope. A true A-to-Z catalog of touchingly bittersweet love songs that runs the gamut from tender ballads to pithy folk tunes to bluesy vamps, the sheer scope of the record allows all of Merritt's musical personas to converge -- the regular use of guest vocalists recalls his work as the 6ths, the romantic fatalism suggests the Gothic Archies project, and the stately melodies evoke the Future Bible Heroes. The whole is much greater than the sum of its parts, however -- for all of Merritt's scathing wit and icy detachment, there's a depth and sensitivity to these songs largely absent from his past work, and each one of these 69 tracks approaches l'amour from refreshing angles, galvanizing the love song form with rare sophistication and elegance.

Built to Spill - Keep it Like a Secret
Quote:
Perhaps realizing that their time on a major label was likely limited, Built to Spill made a gutsy choice for Keep It Like a Secret, their second album for Warner Brothers. They embraced the sounds of a big studio and focused their sound without sacrificing their fractured indie rock aesthetic. In a sense, this is Built to Spill's pop album: every song is direct and clean, without the long, cerebral jamming that characterized their earlier albums. That's not to say that the album is compromised -- the songwriting may be streamlined, but Doug Martsch now packs all of his twists, turns, and detours into dense, three-minute blasts.

Wilco - Summerteeth
Quote:
If Summer Teeth has a precedent, it's peak-era Band; the album not only possesses a similar pastoral sensibility, but like Robbie Robertson and company before them, Wilco seems directly connected to a kind of American musical consciousness, not only rejuvenating our collective creative mythology, but adding new chapters to the legend with each successive record.

Tom Waits - Mule Variations
Quote:
Waits is still writing terrific songs and matching them with wildly evocative productions; furthermore, it's his lightest record in years -- it's actually fun to listen to, even with a murder ballad here and a psycho blues there.

The Roots - Things Fall Apart
Quote:
One of the cornerstone albums of alternative rap's second wave, Things Fall Apart was the point where the Roots' tremendous potential finally coalesced into a structured album that maintained its focus from top to bottom. If the group sacrifices a little of the unpredictability of its jam sessions, the resulting consistency more than makes up for it, since the record flows from track to track so effortlessly.

Dismemberment Plan - Emergency and I
Quote:
The band's third full album is a firecracker, showing their at once passionate and sly approach to music -- take in everything, put it back out, and give it its own particular sheen and spin -- is in no danger of letting up. Knowing fans of the quartet have spoken on how it's clear that the bandmembers listen to everything from old soul to hip-hop and techno and back again, and there's no argument here based on the evidence of this disc.

Sparklehorse - Good Morning Spider
Quote:
Recorded after singer/songwriter Mark Linkous' accidental, near-fatal drug reaction and subsequent 12-week stay in London's St. Mary's Hospital, Good Morning Spider dwells in the gray areas between dreaming and waking, sickness and health, and living and dying. The album takes these grey areas and makes a world out of them, blending classic songwriting with an experimental sound that borrows from hi-fi and lo-fi. It's a natural progression from their debut, Vivadixiesubmarinetransmissionplot, which introduced Sparklehorse's refreshing mix of classic songwriting and sonic experimentation. Good Morning Spider adds bubbling synths, ambient electronics, horns and drum loops to the mix, giving songs like "Painbirds" an unclassifiable -- but distinctively Sparklehorse -- blend of darkness and childlike innocence. From driving, punky songs like "Pig" and "Cruel Sun," to frail, winding ballads such as "Saint Mary" and "Come On In," to the experimental pop of "Ghost of His Smile" and "Sunshine," the album encompasses a rainbow of sounds and emotions but never loses focus.

Jim O'Rourke - Eureka
Quote:
It's a good bet to expect the unexpected with Jim O'Rourke -- no matter which hat he's wearing (solo artist, bandmate, producer, remixer, etc.), each of the endlessly prolific projects that bears his name takes on a shape and identity all its own while retaining the originality and ingenuity that have become the hallmarks of his singular body of work. Eureka is perhaps his most stunning and surprising detour yet, a full-blown excursion into lush, melodic pop; granted, there's something inherently perverse about the very notion of O'Rourke and Chicago underground cronies like trombonist Jeb Bishop and cornetist Rob Mazurek tackling such classicist stuff, but instead the album is short on irony and long on affection -- in fact, its most subversive dimension is its very real mainstream appeal.

Summerteeth for me. A lot of it has to do with how much I like the actual album, but also the personal events for me in 1999.

Summerteeth.
It's simply the finest moment from a very fine band.

I'm going with Keep It Like a Secret just barely beating Summerteeth.

I voted Keep It Like a Secret too. Summerteeth was close, and I love moments of the Soft Bulletin, but it bores me after a while.

The album that made dudes like Bloor take my tastes in music seriously.

One omission that I feel deserves mention...
Self - Gizmodgery

It would not have gotten my vote, but is still a damn fine album.

Yep. And not even his best album, but the version of What A Fool Believes... on toy instruments?! Oh man is that good.

hmm, i think it's a pretty weak year overall. my two favorites from 1999 are mr bungle's california and buena vista social club presents ibrahim ferrer. of the ones listed, i'd go with summerteeth. i just don't like voting for "other" in these.
