Ive seen 'PeerGuardian' and I use it, but is there any way to keep your ISP from peeking at what you upload/download? Does that program work?

Yup, in Pete's case, he told the cops before-hand "hey, I'm gonna have some dirty shit on my pc, because I'm writing a book about child molo's etc." Still got busted.

yes, tor works. lots of people in china use it to get around the firewall. if you bit torrent you can also use a client that supports encryption (azureus, µtorrent), which in many cases wll speed up your downloads because isp's like to package shape bit torrent traffic.
