I find this sort of humorous, not because it couldn't happen but basically because every report I have heard on it says, "uh, yeah. We really don't know why these guys were arrested".

so what's with the cell phones?

I heard on NPR today that they had those cell phones and a bunch of photos of the bridge, but they claimed that the phones they had bough were for resale. Either way, they have hard to pronounce names, so they're probably guilty. :)
