Actually, no it is Arkansas rather than Rutgers. Rutgers is unbeaten and while I think Nebraska would completely shut down their running game, they are an impressive team this year after years of being complete shit.
Arkansas and Nebraska both have one loss to USC and the scores were quite a bit different, with the Huskers playing them alot closer.
I think Nebraska is essentially a top 15-16 team, but not much better. If they beat Texas, they should be a top ten team.

They will play Texas twice. OU is done without Peterson and Bomar. I'm pretty sure Texas will smoke everyone else, although A&M has a chance to beat them. I think OU will drop at least one if not both of their road games against Missouri and Texas A&M.
A&M is playing Texas in Austin, so I like the Whorns chances.

While I believe Arkansas is highly overrated, they did beat then #2 Auburn (now #7-8). They also pulled out the ugly ugly ugly Alabama (5-2) game.

Is Kansas State the best team the Huskers have beaten?

No, Iowa State is the best team that Nebraska has beaten, they are currently .500 or possibly sub .500 with losses to Texas, Oklahoma, Iowa and Nebraska. They have one of the toughest schedules in the country.
Nebraska did beat Kansas State by a larger margin than did Louisville.

Guessing Penn State is the highest-ranked 3-loss team at 31 but am too lazy to check. I'll take it.

And that really doesn't mean squat. Hell, Eastern Kentucky beat Cincinnati by a larger margin than Ohio State.

I agree, but it usually counts with the pollsters.
