A quick google search sparked my memory.

Electronic Voice Phenomenon. Basically 'ghost voices' recorded on magnetic tape that should not be there. The quote was recorded by Konstantine Raudive in one of his EVP experiments. There was an LP of the experiments which a old friend of mine had and which was kinda spooky.
