The scariest movie I've seen in the past few years is Ju-On (the original version of the Grudge).

I certainly thought it had its scary moments. I got what I paid for in that respect. However, I thought both The Grudge and Ju-on were ultimately pretty stupid plot-wise.

The stairs scene near the end in Ju-on reminded me of The re-release of the Exorcist. That was horrifying.

I've heard Ju-on: The Grudge 2 is scarier than the first one.

I still think Ringu is pretty damn scary.

Scariest movie I've seen in years was 28 Days Later...mostly because I'm convinced that that shit could happen like, any morning.
