There was a chart just like this one sent around after the 2000 election. I don't see where its data is from, so I'm skeptical. I highly doubt Utah belongs near the bottom of this list.

Well one of the major news sources (time? or newsweek or something?) recently did publish the smartest states. I'll see if i can find something like it.

Plus to actually be viable, it would have to be the average IQ of the people who actually voted, not necessarily the whole state. It's more of the same "Republicans are dumb, except Nixon" crap that has more or less circulated forever. Same as the email detailing all the presidential IQs and the like.

States were graded on a variety of factors based on how they compare to the national average. These included such positive attributes as per-pupil expenditures, public high school graduation rates, average class size, student reading and math proficiency, and pupil-teacher ratios. States received negative points for high drop-out rates and physical violence.

That's not the same as IQ, and doesn't exactly measure intelligence, but public school efficiency.
