I think (probably naively) that if enough people are conscious of atrocities like this, the less likely they are to happen in the future. Anyway, that's why I'm posting this.

I wish I could agree with you, but as long as a government's national interests are threatened, they are content with after the fact naming, shaming, and blaming of those responsible.
