I'm sure billyg or another aficionado will provide deeper insight, but for my money you could do at lot worse than Legalize It or Bush Doctor for starters.

Yeah, those are pretty great. Personally, I have a real soft spot for Wanted Dread & Alive, even though I don't think it is generally rated too highly by most. But I probably listen to that one more than any of his others for whatever reason. Mama Africa is good too. The Toughest is a decent compilation if you just want a sampling to see where you'd wanna really go.

Start with one of these or The Toughest or Complete Control Live if you want to go the compilation route. I wouldn't call myself a big fan though. I like him and think he's worth owning if you are a big reggae fan but I don't like his solo music nearly as much as the Wailers and if you are just dabbling in reggae, you might make something else a priority.
