No-IP does the opposite of what he wants. It tracks your IP through a URL that you create thru their site. The software basically sits on your computer and relays what your current dynamic ip is back to their server, which redirects the URL to your machine.

You want something that makes it so they can't trace a file download back to you, right?

Indeed. Although I have pretty much stopped filesharing.
