Modest Mouse but only because I have never heard anything by Built To Spill, but based on the responses so far, once I listen to some I might change my mind.

Built to Spill- Consistent, solid records (even Ancient Melodies). Modest Mouse has had too much upheval, crisis etc for the entire catalogue to be as good. Also, you can bank of a Built to Spill live show being good any time, you roll the dice with MM as there is a touch of emotional instability in the band and if Brock is having a bad day, it just continues for a couple of hours on stage.

All that being said, Built to Spill have yet to release a masterpiece like Moon & Antarctica.
