Around here when I'm close enough to the signal I listen to WTMD, Towson University Radio.

drexel is pretty much reggae and rap all day with a smattering of techno and black metal throughout the night. It's weird like that. Still, their hip-hop show is awesome.

WRFL, very eclectic station from the University of Kentucky. New DJ every two hours, guaranteed.

I'm biased, but check out CJSW. There's an ogg vorbis stream that sounds terrific.

Not college, but community based radio from St. Louis is www.kdhx.org. It's broken into shows, and some of my favorites are on Thursday...

10:00AM The Greaser's Lunchbox
12:00PM Fishin' with Dynamite

both tend to be pretty focused on rockabilly/country/punk with some other stuff tossed in for variety.

On Friday, there's

12:00PM Bob's Scratchy Records (old rock 'n' roll and rare vinyl)
2:00PM Dangerous Curves (Female artists from all eras from a cool chick with excellent taste)

There's also some good dub and ska shows, a couple punk shows later at night and real late night electronica shows. Beware though that they've increased the talk shows these days and for my tastes go kind of overboard with the modern blues shows and ethnic folk music from around the world.
