If you were at least half as smart enough to come up with "promote the general Welfare", "insure domestic Tranquility" or even "secure the Blessings of Liberty to ourselves and our Posterity", you might have a point. Once again, however, you are full of emotional response sans actual thought or knowledge.

as your screed indicates, todd was stating a general principal that underlies our entire system of government--lincoln didn't pull it out of his ass. it also happens to be a much more succinct, eloquent, and infinitely less wonky statement of that principal than, say, "insure domestic Tranquility" and, considering his audience, he could probably safely assume we all took high school civics and understand that protecting us from disasters is one of the most basic, fundamental reasons we have governments in the first place (and thus it's unnecessary to follow up a statement of that principal with extensive citations of law) he wasn't making a legal argument. he didn't say the federal failures amount to high crimes and misdemeanors. he didn't say that bush's actions violate his mandate in the constitution. he just said the guy done fucked up, and agree or disagree, the debate works better without the condescending idea any of us are unfamiliar with the constitution (or the gettysburg address for that matter)
