I used to listen to 700 WLW almost every day when I was little. It's one of the big AM stations in Cincinnati. And it's not Christian at all, which leads me to believe that this billboard is like this on purpose... The most straight-edge thing they broadcast on a regular basis is Paul Harvey. If anyone knows who Gary Burbank is, he was also a regular contributor to the station.
