If I get my old man a portable Sirius receiver, does he have to start a new contract or can they just add a new receiver to the existing one? I guess what I'm confused about is if the factory-installed stuff carries its own contract with Sirius or if that just comes bundled in the purchase agreement or something. any insight? also recommend anything else i need to know.

When I got my vehicle it was bundled free too, it was only after I signed up for the contract that I could start adding multiple receivers. If your mom signs up for the contract then dad's receiver will be good to go.

Yes. Once you renew the trial subscription in the car you can add receivers at the discount rate. We didn't renew ours and they sent us a sweet deal that I also ignored. Then they sent us another deal for $5.99 a month, so if you wait on renewing the car's subscription they may try to bait you with better deals.
