There are over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general's signature on a warrant to which a list of names is attached. Ask yourself if you really want to be on Ashcroft's list. The Rex 84 Program was established on the reasoning that if a "mass exodus" of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.

Rex 84 was something Reagan dreamed up and he had FEMA beefed up to be a generally innocuous governmental agency that had some major authority during supposed martial law time periods. After the Iran Contra Affair, this Readines Exercise was basically eliminated and FEMA has basically no authority on its own now thanks to the Department of Homeland Security and the new Department of National Intelligence. During the Clinton Administration, FEMA basically joined the US Red Cross and National Weather Service and during 9-11 it was lumped with the CDC and Red Cross.
I wouldn't worry too much about this, if an agency like FEMA actually had the authority to round up people and suspend the basic civil rights of the constitution, then Bush would have tried that upon setting up Gitmo and establishing the Patriot Act.
Reagan really just wanted to round up the Latinos who opposed the Contra war anyway.

Check with your people and see if we can relocate that FEMA project from Alaska. . .maybe if we could funnel the 2 million crazy Mexicans who illegally cross the US/Mexico border straight through to a FEMA facility in Canada, you could start a thread about Canada that would illicit a response or something...

I don't know. I think Ashcroft would go for it.
