the chorus had... " Promise, I promise you..." ?

Was that OMD? It sounded 80's ish but I don't know fer sho.

Can anyone name this artist with only these clues?

or

I always liked the video for "The Promise", cuz the one guy's got a leather jacket on...trying to look all badass.

I always snickered at that, wondering if he was paying attention to the actual song that accompanied his visual.
