How does the EMP weapon evaporate all of the water for miles around without turning people into little piles of goo?

Doesn't goo have water in it, though?

I haven't seen the movie, but if the concept is that it evaporates liquids, the question is not how it doesn't turn people to piles of goo but how it doesn't turn them to dust (and bones, I suppose. Cue GnR . . . )?

It's the future, you see, and they have figured out how to go around the water molecules in people, and hit only the water in the city's pipes. I noticed they weren't eating all their meals in capsule form, though.

Yeah the writers really dropped the ball on that one.

Is all moisture water? I'm sure there would be some goo left in the bodies.
