I see failure on all levels, not just the feds.

Though, the Army Corps appears to have tried like hell to get the levees and barrier islands built up. Props to them for the effort even if they were called chicken littles for their warnings.

Scientists and Engineers weren't to blame for any of this, but the fault isn't just at the federal level.

Plenty of blame to go around for the Feds and the local authorities.

there is a difference between "its bush's fault" and "bush showed a lack of leadership".

i've heard a relativly small number people that blame the entire disaster on bush. the people that are using that rhetoric are usually the people that routinely defend the president's actions. they are putting those words in the mouths of those that are clearly disappointed in the president....i think the right is doing this because they can not defend his lack of leadership so they make this blanket accusation that the left blame the entire disaster on bush which is clearly an absurd idea.
