Yeah that's not a maybe, its his most essential. I'd say Rockpile "Seconds of Pleasure" is also more essential than any of the others mentioned. Both are pop though, not country.
I'd say after those two, get Labour of Lust and Imaginary Bird. I agree that Cowboy Outfit is probably one of the weaker ones. I traded it in years ago. And despite the name, don't expect it to be very country-oriented. If I'm thinking correctly, Imaginary Bird would be the best pick up if you really want country-oriented Lowe but I can't honestly recommend it over Jesus of cool or Rockpile.

Also (PopTodd should be popping up about this momentarily), his pre-solo career group Brinsley Schwarz (for which he wrote most of the songs, including the original "What's So Funny 'Bout Peace Love and Understanding") had a low key country sorta feel.
Good as the country records are, I love Nick the Pop Weirdo so much that the country stuff will always be a disappointment to me.

then move along to:
Silver Pistol
and
Cruel To Be Kind (live @ the BBC)
But be sure to
avoid the self-titled/Despite It All 2-fer. There's maybe 2 and a half good songs on there total.
Also, if you love the pop weirdo Nick,
The Wilderness Years collection is worth owning. It's a bit uneven, but has some pretty stellar stuff on there, including "Heart Of the City", a couple original demo versions of Rockpile songs, and a couple of tunes that take jabs at the Bay City Rollers.
