I hope you're right. When I lived there (1995 and prior), it was virtually impossible to ride around town, and I lived in Decatur at the time, near Scott and Clairmont. I've had friends get pushed off the road by cars coming too close, and even had a friend get pushed over by a car passenger, just to intimidate him. Maybe things have changed considerably since I was there, but Atlanta seems too car-centric to really adopt bicycle-friendly roadways.
