"That" is Roy Wood, founding member of The Move -- a brilliant British popband that was sadly overlooked by the US until they mutated into the much less interesting band, ELO. That picture of Roy, however is from after he left The Move/ELO and was fronting the band Wizzard.

Roy Wood is a guitar god and nobody should dispute that fact.
