As far as their shows go, it's a tie: both suck really bad. But I'd pick Mencia in a heartbeat as being less funny than Dane Cook overall.

Carlos Mencia is just plain awful.

I would like to add Larry the Cable Guy and all the other "redneck comedy" acts to the suck equation.

i don't know dane cook but i voted for mencia anyway because he's so so so so bad.

i like david cross in movies/tv but his stand up cds weren't that funny.

Sam Kinison - all of his jokes that I've ever heard were terrible, his on-stage personality was annoying and loud just for the sake of being loud, he seemed like a creep, and he was ugly (not that that impacts his jokes at all)

Carlos Mencia appears to be from The School of Sam Kinison in terms of volume and laughs-per-minute, so I'm certainly not a fan.

Agree. Some of his early stand up was pretty funny.

That being said, Tourgasm was UNWATCHABLE.
