I now live in an apartment complex and have neighbors on every side. The neighbor below loves to blare poor rap music and r&b slow jams. It seems like it's two white dudes who like to have guests. What's the best way to confront them........do i confront them? How should the annoying neighbors be handled?

when you se them in the hall. Or, if it's pissing you off enough, when they're doing it. Assume they're totally reasonable until proven otherwise.

i'm starting to have a similar problem with my new upstairs neighbors - a couple that seem to be awake 24-7 - and seemingly always making the most noise in the midnight hour, when i'm trying to fall asleep. what annoys me most is that they are loud at unreasonable hours. i have no problem with, like, moving furniture because sometimes you need to do that, but after midnight on a weeknight? please, there has to be a better time for it.

if your neighbors are being loud at unreasonable times like these, then you just need to knock on their door and tell them. even unreasonable people realize that other people live nearby. if it's during the day or even early evening, i'm not sure there's a lot to do or say. it's their apartment and you just happen to be unlucky to be their neighbors. telling them to turn it down sometimes is fine, but it may just goad on these guys. or maybe ask other neighbors how they deal with it. it's a tough one...

Before you kick someones ass, there's a check list you go down to make sure it's the right thing to do. The first thing on that check list is

1. 'Do they know where I live'.

Ergo no kicking ass.

Just report them to the council (or american equivalent). I used to work in noise polution and you can report it anonymously and the council will come out and install recording equipment. If they are playing music too loud or at unreasonable hours they'll be warned that a court appearance is heading their way. At least that's what we do in distant Europe.

Noise Ordinance: Chapter 15 of the Code of Ordinances, protects the quality of life for all citizens. The ordinance states: “Excessive sound within the limits of the city is a condition which has existed for some time and the amount and intensity of such sound is increasing. Such excessive sound is detrimental to the public health, safety, welfare and quality of life of the residents of the City.”
The City Police Department has the responsibility of enforcing the Noise Ordinance. This is being accomplished through education of the public and strict enforcement of the ordinance.

In plain english: Call the Police.

I think calling the police is a little extreme here. Why not just TALK to them and ASK them NICELY if they wouldnt mind keeping the volume down? You know, like normal human beings do? I have limited experience living in apartments but whenever I did the volume of my music did seem to be an issue. To things that I didnt realize (that these fellows might not either):

1. How loud they are actually playing there stereo relative to the size of their apartment. This includes how far they have the bass turned up.

2. They might think that everybody actually likes there music selections and volume because nobody ever says anything to the contrary.

From my experience, people who play their music loud know they are playing it loud, but arent going to do shit about it until someone tells them to.

Oh, of course all the "call police" stuff is naturally as a last resort (also in response to those who might wanna go for that "kick their ass angle").
People don't easily give up thier partying habits. I once asked my neighbor why he plays his music so loud, he said, " 'cus that's the only way I can hear it." What he called turning it down was still as loud as heck.

This is all true. I had the same problem with my last set of neighbours; they moved in, didn't realize how loud the music could go. Now I could have sat and fucking stewed about it and wished for their untimely demise, or go and knock on their door and ask them to turn it down, nicely. And they did. Of course, I had to do this a few times, but 95% of the time it was at a reasonable volume after my first complaint.

I had an uncle who confronted some guys about their loud music once and they proceeded to beat the shit out of him on their front porch. So, I'd just tell the landlord. Chances are if they've got enough "ass" in them to play music that loud that often, then they might not be the most reasonable people in the world.

I don't remember, I was only 12 or so. I'd have to ask my mother. This was the late 80s. Maybe people are more cordial nowadays.
