It's been a long time since I've planned an international trip, but I do remember using travel message boards for help. I think Lonely Planet might've hosted one. Basically, check out what the backpackers and students have to say. They tend to favor cheap travel and take a few more risks than the rich folks.

the wife and i went to Buenos Aires, Ushuaia and Santiago for our honeymoon last year. I'm not sure how much i can help you but let me know if you have any questions or where you're trying to go. We planned the whole thing through our travel agent at work. Oh, I highly recommend going, wonderful country with great people, food, history, etc. I'd love to go back.
