Because AAC files are better quality at lower bitrates than mp3. A 128kB/s AAC file has higher shound quality than a 160kB/s mp3.

is it more "rock" like older sfa or is it more like the newer, slower tempo, more psychedelic stuff (i.e. "presidential suite" et al)?

It doesn't sound like Super Furry Animals at all. If you want to get kind of close than mwng would be the closest. It is more psychedelic though than rock.
