A guy I know who books shows around here is trying to do a radio show at the University of Nebraska station KRNU that involves foreign bands. I wanted to know some recommendations for fairly obscure bands or unknown bands that people should check out or play on the radio.

japanese bands are too easy (even though only 1 of those is jap)

They might be, but keep them coming. KRNU is too anglophilic and there are a ton of asian students who might actually listen to this.

Les Orme (Italian psych and prog, from the 60's and 70's)
Caetano Veloso (ask Billy G)
Caesaria Evora (Afro/Portugese island music)
Blue Hearts (Japanese Punk)
Shonen Knife (more Japanese punk)
Yellow Magic Orchestra (Japanese electro pop from the 80's)
Kraftwerk (surprised they haven't been mentioned yet)
Tindersticks (don't they sing alot in French?)
Stereolab (they have a few tunes in French,too)
etc.

Kraftwerk and Stereolab are already in rotation, I'll definitely pass on Les Orme and Blue Hearts, since I don't recall seeing them on a list yet.
