Eh, according to an ONION article from early '00, the discovery of oil in Peru did turn the Peruvians into a bunch of assholes. So, I guess we need to put them in their place.

It's simple. The monkey represents Bush, the globe represents the world economy, and the bald, faceless assembly represents the American public. When put together (along with the caption "State Of The Union") it all quite wittily posits: them monkeys be some funny shit.
