To use the whole comparison thing, maybe Gram Parsons crossed with Big Star or Matthew Sweet. (They played with Matthew Sweet, in parts or as a whole, on most songs on most of his 1990s albums).

Here's the AllMusic (4.5 star) writeup:

i used to see this in used bins all the time. and so i never thought it was good at all. and now i don't see it anymore very much, so i'm left wondering.

funny how i judge an album's quality based on its prevalence in being traded in.

Hah, I realized I did this awhile back. I don't buy into it anymore. Its one reason why I dig 2nd hand stores that let you preview the album.

Oh i like stuff similar to it and don't need to cover my ears if its playing. I just would never choose to listen to rather than Teenage Fanclub for example. It's just not nearly as good.
