Its not a headline, but what the hell is "urged him on Friday to draft plans to begin a possible troop withdrawal by the end of the year" supposed to mean they're doing?

"Ummm......ya know.....we'd kind of like it if you made some plans, tentative, mind you, to leave Iraq, maybe. Yeah.....so you know, if you decide to, it would be nice if you started making the plans before the end of the year. Or maybe even get the troops out by then.
