I dunno about the *rise* what about The Mods in the early 60's, seems like lots of them crazy brits were black...I could be wrong, as I often am.
It seems there's nothing new under the sun, as my dad so often used to tell me when I came running in with the "new" sound never before heard in music as a teen.
