I'm gonna say that this qualifies:

The Format - Dog Problems

It just moves from one perfect, emotionally resonant pop song to the next. Absolutely seamless.

Also, I'm going to argue that, just because an album has no filler, does not mean that it is perfect. I think that a "perfect album", by definition, has to have some filler, just like the perfect sandwich needs condiments. There needs to be those pieces that just get you from "A" to "Z", but that are not focal points, in and of themselves.

The Format record that I mentioned above is an example of an album that I think, while it is a collection of perfect songs, it is by no means a perfect album.

I think this goes a long way in explaining why most "Greatest Hits" collections leave a lot of us flat.

I'd go so far as saying Beggar's Banquet through Exile. There are songs that I'm not that fond of in this period, but they tend to be extremely popular with everyone else.

I'd also say Who's Next works for me, as does Chuck Berry Is On Top

My problem with this question is that Filler is entirely subjective. You listen to an album enough, and you can start to feel that every song on there is essential to the balance of the album. I don't think Richard Hawley's last 2 albums have any filler, but there's definitely songs that I'm not going to be floored by, whether they just lack whatever it is that I find notable in a song or because sounds too much like another song.

Also I think a lot of "bad" songs (i.e. songs people don't like) get labeled as "filler" when they're actually pretty big, deliberate parts of the album in question. And who's to say what is and what isn't? Just because something took 5 minutes to write and record doesn't necessarily make it filler, either. Like, "Rape Me" is obviously pretty tossed off, but for me it calls too much attention to itself to be considered filler.

So, like, are instrumental segues filler? Sometimes yes, sometimes no, and that probably all has to do with your perception of how necessary they are.

Anyway, I guess I'll throw these out there:

Songs: Ohia - Didn't It Rain

...mostly albums without a whole lot of tracks
