Help me figure out the name of this prison movie

I'm pretty sure it was from the 90s. The only scene I can remember was very near the beginning and went like this:

- a group of new inmates are being processed / orientated by a guard

- they are lined up inside the prison, the guard is laying down the law and motions to a door and says something like:

"And behind that door is the ______________________. And you don't wanna go behind THAT door. Because the ___________________ is about the most UNPLEASANT place to be in the United States of America!"

I can't remember what the room was called. I think it had a name like "The Rehabilitator" or maybe "The ___________________ Chamber".

Ring any bells for anyone?

Naw, wasn't Con Air. This was a pretty low-key movie. Don't think it lasted long at the box office. I saw it on video.

this thread reminds me of like five years ago i had a dream in which ben stiller was a cop in the desert looking for a crashed cessna. a few days later i was telling someone about it and i guess they forgot i'd said it was a dream, because the next week they asked me what the name of that movie with ben stiller as a cop was. and then they didn't believe it didn't exist and that i'd only dreamt about it.

I can say with confidence that this one wasn't a dream. When I rented the movie years ago, I actually made a sample of the line mentioned above.
