He doesn't even know its happening. He's thinking about his Carnivale vacay in Brazil, and of course, the March Madness Brackets. The Clinton Bros and whoever's replacing Bob Gates will pick up the slack. Unless of course things go wrong, in which case he was personally controlling aircraft via remote control from The Bunker.
