Listening to it now and it sounds more like Daniel Lanois than anything else. The atmospheric synths and short-repeat delay on every instrument.

Soundtrack from Twin Peaks

Every time I listen to this I feel like I'm trying to figure something out. I think the single disc soundtrack is best, but if you want a heap of music from the show, click the pic above to go to the Twin Peaks Archive. If you look around enough, you'll find a massive download of about 9 hours of background scores from the whole run of the show.
