Kylie is certainly no musical genius, and an average singer, but she makes good use of what she has (including looks of course), and makes smart choices about who she works with.
Madonna on the other hand just annoys me for some reason.
As for the influence thing, I think it's difficult to understand the way in which Kylie is regarded outside America for non-Americans. As frostingspoon or someone pointed out, she has never been out of the press either in Australia or Europe since she began her singing career, and always seems to chart well. Madonna is still successful of course, but from my perspective (where I rarely have a clue what is popular), I would argue Kylie is the bigger and more constant force, at least in Australia, and probably England
