I don't think it has that much to do with Obama, except for the fact that the Wiki people probably believe he is more likely to address the war crimes charges in a positive manner and not to wholly discredit these papers like the Bush Administration would have attempted to do.
If there is actual political motivation, it would be to insure that the Neo-Con folks of the Dubya years could no longer discredit Obama foreign policy and possibly taint some GOP candidates during this election cycle, which is not likely to work.
More or less, I think it is basically your latter point, and that these folks want to light a fire under the public's ass to encourage our elected leaders to develop an exit strategy or at least revise our strategy in this so called "War on Terror".
